It's what the symbol stood for, rather than the symbol itself. I guess it depends on context. For example, I can watch a brain-dead and hilarious episode of "Dukes of Hazzard" and not take any serious offense at the General Lee's painted Confederate flag.... I suppose it's when people wave that flag...
