Reinstate The Draft

What would it take to reinstate the draft? A simple majority in both houses of congress, I think. What is the likelyhood of that happening?

WASHINGTON -- Americans would have to sign up for a new military draft after turning 18 if the incoming chairman of the House Ways and Means Committee has his way.
Rep. Charles Rangel, D-N.Y., said Sunday he sees his idea as a way to deter politicians from launching wars and to bolster U.S. troop levels insufficient to cover potential future action in Iran, North Korea and Iraq.
"There's no question in my mind that this president and this administration would never have invaded Iraq, especially on the flimsy evidence that was presented to the Congress, if indeed we had a draft and members of Congress and the administration thought that their kids from their communities would be placed in harm's way," Rangel said.

John Murtha is arguing that the U.S. should have a "citizen's army" in addition to a "volunteer, professional army." However, a critic of the Pennsylvania Democrat on Monday called his statement "ridiculous" and "without merit."

Rumors of reinstating the military draft, which have flourished for months in panicky e-mails, online chat rooms, college dorms and student newspapers, suddenly dominated the House floor yesterday in one of the strangest parliamentary maneuvers in memory. With even its sponsor voting against it, a bill to require young adults to perform military or civil service failed, 402 to 2.

Although the White House position is that President Bush is not considering reinstating the draft (see Ask the White House), according to Salon.com (Oiling up the draft machine? November 2003), the Pentagon is moving to fill vacant draft board positions. Apparently there was a notice posted on the Defend America website for volunteers for draft boards nationwide, but after the Salon article ran, the notice was deleted. The website now displays a “File connot be found message where the notice originally appeared: (http://www.defendamerica.mil/articles/sss092203.html).
A similar notice , however, can still be found on the Selective Service website: Local Board Volunteers (wanted) - The Selective Service.
If the White House has no intention of reinstating the draft, then why would they have increased the Selective Service budget by $28 million and ask that they report their readiness to President Bush by June 15, 2005?

Oiling up the draft machine?

The Pentagon is quietly moving to fill draft board vacancies nationwide. While officials say there's no cause to worry, some experts aren't so sure.

Nov. 3, 2003 (Salon) The community draft boards that became notorious for sending reluctant young men off to Vietnam have languished since the early 1970s, their membership ebbing and their purpose all but lost when the draft was ended. But a few weeks ago, on an obscure federal Web site devoted to the war on terrorism, the Bush administration quietly began a public campaign to bring the draft boards back to life.

"Serve Your Community and the Nation," the announcement urges. "If a military draft becomes necessary, approximately 2,000 Local and Appeal Boards throughout America would decide which young men ... receive deferments, postponements or exemptions from military service."

Local draft board volunteers, meanwhile, report that at training sessions last summer, they were unexpectedly asked to recommend people to fill some of the estimated 16 percent of board seats that are vacant nationwide.

Especially for those who were of age to fight in the Vietnam War, it is an ominous flashback of a message. Divisive military actions are ongoing in Iraq and Afghanistan. News accounts daily detail how the U.S. is stretched too thin there to be effective. And tensions are high with Syria and Iran and on the Korean Peninsula, with some in or close to the Bush White House suggesting that military action may someday be necessary in those spots, too.
