I talked already about it with some geo-political-conspirative friends, but not here. Scary if the objective is to manipulate/control people.

My thoughts are that the article is ten years old. I was curious about what might be happening with it ten years later
The program was supposed to launch in 2002. So I googled it to see what has happened since then, and found this from 2006.
