internet "censorship" (?)

something i'm going to keep an eye on--- alter-net.com is loading much more slowly today (it's never had this problem before). for those unfamiliar with alter-net: it is one of the main "alternative" sites providing extensive "occupy" coverage and advocacy.
i've heard radio commentators talk about this before-- how internet service providers could selectively slow service down to suit their purposes . . . not sure if that's true however. has anyone else heard of such a thing? or is this an unsubstantiated rumor? some pundit paranoia?...
