The thing is, the greedy can only 'win' if there remain enough suckers and resources (and tampering?) out there to bilk and strip and feed little sub-empires just enough to keep the hoarding going... And if those poor suckers at the bottom start to succumb to too much pressure too often, then the pyramid scheme starts to erode, right from earth up. You could make a video game out of it.
