To make this issue special, I want to share with you a very special note out of the e-mail bag I received just today:

I am a steady reader of THE ADVENTURES OF HERMAN UTIX. I hope you have taken careful note of the material I sent you, recently declassified from official Pentagon documents. In it you will find Certain Uncertainties, Uncertain Certainties and Certainly Certain Pertinent Uncertainties. I understand that you will use these documents only "on background", and that like other cartoonists, "You go to the page with whatever army you have . . ." whether your ink bottle is dry or not, and whether you have effective blotter paper, should your ink be spilled.
In conclusion, don't forget that a change of pen or brush can be effective now and then. A man like Bob Gates can easily make a big difference, just like he and John ("Blackjack") Negroponte made the big difference with the Contras. A Desaparecido is a Desaprecido, I always say, except when it's an Uncertain Desaparecido.
