hola david!. Yeah, I guess nowadays´s world easily allows paranoia ... I also guess that what you said about panoptic & internet can be true & for the last párrafo you seem confident about the possibility of some kind of software solution for that. Though, I couldn´t totally understand at all these lines in the context of your post:

It is essential these days to restrict terrorism that spread through internet. A close observation needed indeed in internet to prevent terrorism. So it was necessary to be isolated and monitored.

(but don´t worry, I´m not an English-born speaker... )
