Yes, a blind person "experiances" color.
A blind person does not see a black nothing, even someone with total blindness (which is rarer than people realize, most registered blind people being between 90 && 99% blind, which is as good as having no sight), see's and experiances things.
Close your eyes and see what you see, you will see colors, shapes etc., just as a blind person does, and you will find you even have the ability to sense certain large objects etc., at times.
Color is not just a facet of the visual apparatus of the body, but also a facet of the mind.
