It would fit for the cover of National Lampoon or Mad Magazine, yes.
The New Yorker is being very irresponsible by publishing that cover.
If they felt so compelled to use the cover to make a point, then adding a caption, "Some people believe the most ridiculous lies" might have helped.
Even then, though, for the New Yorker? Distasteful.

The biggest blunder Obama made on this was to issue a statement condeming it
he should have taken the high road.

I just googled it... and all I found what a campaign spokesperson said

I doubt if the bear will ever read the new yorker to find out what it was about. I am still not sure I have convinced him that Obama is not a muslim. The same folks who put out the John Kerry Purple Heart band aids at the republican convention are going to have a ball with that picture.
