I removed the "dumb statement" (although I must say that the only thing dumb about it is people who don't get it edog......., it's actually a very right on warning...from a very very brave and eloquent man....

allow me to clarify.
without knowing the context of the sentence attributed to MLK, Jr. we can say, since he was not at all dumb, that he meant somthing more like:
The Nazi's compromised the legal system of Germany to such an extent that it was used to create the appearence of legality for what were obviously unlawful acts of brutal and systematic murder and oppression, and aggression.
